Launched in 2015, the groundbreaking Commercially Sexually Exploited Children (CSEC) Program is administered by the California Department of Social Services (CDSS). Counties that elect to participate in the CSEC Program are required to develop an interagency protocol that utilizes a multidisciplinary response for identifying and serving CSEC and at-risk children. This program represents the largest investment by any U.S. state into the development of robust local responses to CSEC, totaling close to $20 million annually. Thirty-eight counties currently participate. The California Child Welfare Council's CSEC Action Team, with the support and leadership of NCYL, has produced a number of resources to help counties implement the program and meet other related requirements including SB 794.
